Xen watchdog causes shutdown of VM, not restart

    Description

      When using xen_wdt.ko as a watchdog device, Xen itself properly shutdowns virtual machine when watchdog is not refreshed. But it seems XAPI/toolstack knows nothing about watchdogs and keeps VM shut down, instead of restarting it on 'watchdog shutdown cause'. In reality, watchdog should cause a reboot, and in XenServer, it causes VM poweroff.

      Can be temporarily mitigated by setting action on shutdown to 'restart', but it also affects normal shutdown, so it would be nice to have that fixed.
