xapi-init-complete.target.wants missing from updated CH 8.1

I have compared CH 8.0 updated to 8.1 using the update ISO, with CH 8.1 fresh install.

Except the issue about firstboot_in_progress that I have already reported in the past (XSO-877), and apart from a few leftover empty directories, the main thing that catched my eyes is that CH 8.0 updated to 8.1 doesn't have the /etc/systemd/system/xapi-init-complete.target.wants directory nor the xapi-wait-init-complete.service symlink it contains on a fresh 8.1 install.

Is that on purpose? Does it have an impact on updated systems?
