'xe template-list' is empty on new install

I've performed the following steps

 - install xenserver

 - install xencenter

 - apply updates to xenserver using xencenter

when I go to create a VM in xencenter, there are no templates listed

When I log in through ssh and use 'xe template-list' nothing is returned (and no error displayed)

When I log in through ssh and use 'ls /usr/share/xapi/vm-templates' I see lots of json files that appear to be templates.

Is there a way to get my templates installed (or find why they are not loading?)
